Kuwait’s financial technology (fintech) sector prioritises financial stability, regulatory oversight and investment in long-term infrastructure.

This strategy gels perfectly with Kuwait Vision 2035, a government blueprint to diversify the economy away from hydrocarbons by establishing the country as a financial and commercial centre.

A Strong Financial System Supports Digital Transformation

Kuwait’s economy is still overly reliant on crude oil. It accounts for over 90 percent of government revenue.

Expanding the digital economy is viewed as essential. The government has expanded digital infrastructure, built smart public services and encouraged entrepreneurship.

The Central Bank of Kuwait (CBK) has spurred this transition, expanding its regulatory sandbox to allow innovators to test products in a controlled environment.

They have also promoted open banking and encouraged financial companies to adopt application programming interfaces (APIs) to collaborate with other fintech firms.

Kuwait has been modernising its national payments infrastructure via KNET, its electronic payment network, which has become a go-to for everyday online and mobile payments.

The CBK has also campaigned for banks to fortify their digital platforms and explore new technology.

Financial inclusion is a strength of Kuwait. Over 95% of adults have a bank account, forcing fintech companies to shift their attention to expanding digital services and serving niche markets.

The country’s start-up space is also developing. Companies such as MyFatoorah, Tap Payments, uPayments and Kem have become recognised names in the fintech industry.

AI-Powered Identity Verification is now a Strategic Priority

With the Kuwaiti digital financial ecosystem growing, there is a need for better security measures and stricter regulatory compliance.

Kuwait-based fintech AZ eWallet is working with identity verification specialist Shufti to fill this gap.

The collaboration is geared towards safely automating know your customer (KYC) and anti-money laundering (AML) processes with artificial intelligence.

AZ eWallet is licensed by the Central Bank of Kuwait and has enlisted Shufti technology to accelerate customer onboarding while ensuring compliance with strict financial regulations.

The platform uses identity verification, facial recognition, document authentication and liveness detection to verify customers even before accounts become active.

Automating these checks reduces onboarding times for new users while still ensuring rigid security standards.

Both companies will also work on behavioural risk analysis, sanctions screening, device intelligence and more sophisticated security models to counter cybercriminals and their different tactics.

This approach has been evidenced across the Gulf, where identity fraud and AI-generated deepfakes have become a significant problem for financial institutions.

These technologies are already common in the iGaming industry, where security protocols are extremely strict due to stringent regulations.

Banks are the Backbone of Kuwait’s Fintech Ecosystem

The National Bank of Kuwait (NBK) has led investment in infrastructure. NBK has positioned itself as an enabler that provides the banking architecture fintech companies need to build and scale.

NBK partnered with AZ eWallet to empower them to handle daily financial operations while accessing secure banking infrastructure. The bank has also increased its Banking as a Service (BaaS) offerings.

Fintech companies now have access to Virtual IBAN creation, extensive API connectivity and ATM-as-a-Service solutions to support QR-code-enabled cardless cash withdrawals.

Thanks to these services, start-ups can focus on building more customer-facing products and rely on the NBK to handle security, compliance and operational standards.

This model is prevalent in international fintech markets, where collaboration has replaced the competition that many people expected to exist between banks and start-ups.

Established financial institutions bring their trusted infrastructure and regulatory expertise to the equation while the fintech firms deliver speed, innovation and better customer experiences.
